Francisco "Frank" Javier Elias Tovar, 63, of Morgantown, passed away early Saturday morning, November 17, 2018 at J.W. Ruby Memorial Hospital following a brief struggle with cancer.

Frank was born July 29, 1955 in Santo Domingo, Dominican Republic, a son of Juan Tobal and Elsa Henríquez. 

He is survived by his wife, Mercedes Castaneda; his daughter, Elsa Tovar-Castaneda; his parents, two siblings, Milton and Mirna. 

Frank was employed by West Virginia University at the West Virginia & Regional History Center as a A/V Preservation Specialist. 


Francisco had a young spirit, a warm personality and an innate positive attitude towards life. Passionate about everything from history, technology and all kinds of machines, to music and art. Generous with his time, he would do whatever it took to make the lives of others easier and more joyful. A loving, giving and positive person who truly cherished the company of family and friends, and the simple things in life. We love you and miss you.

Frank's request for cremation has been honored by his family. His ashes will rest at a place that was special to him, at a beach in the Caribbean where he and his friends used to spend their younger days. Details of a memorial gathering will be announced in the future.
